Stephen es un dramaturgo de fama internacional entre cuyas obras figuran: 'Valued Friends' (Hampstead Theatre), por la que recibió el premio Evening Standard y el premio Critics’ Circle al “Dramaturgo más prometedor”, “The Clink”, (Paines Plough), por la que fue nombrado “Art Council Writer in Residence” entre 1987-1989, y “The Libertine”, que se representó en el Royal Court Theatre, con gran éxito de crítica y público. La obra se representaría en el Steppenwolf Theatre de Chicago, bajo la dirección de Terry Johnson y protagonizada por John Malkovich. La versión cinematográfica de “The Libertine”, dirigida por Laurence Dunmore, a partir de un del guión de Jeffrey, se estrenó en 2005, con Johnny Depp como protagonista.

Sus restantes obras incluyen: “A Jovial Crew” (Royal Shakespeare Company), “A Going Concern” (Hampstead Theatre), “Tiempos difíciles” (adaptación de Dickens), “I Just Stopped by to See the Man” (Royal Court Theatre, Steppenwolf y Geffen Playhouse de Los Ángeles), “Lost Land” (Steppenwolf Theatre), “The Art of War” (Sydney Theatre Company) y “Bugles at the Gates of Jalalabad” (parte de la serie de obras sobre Afganistán “Great Game”, presentada en el Tricycle Theatre).
